To date billions upon billions have been spent on research and development on space planes like the "Mirage" with no useful results. The "Mirage" is an attempt to get 5 Kerbals to space "Silver Hawks" style. How ever the RAPIER has proved less then awesome The Mirage does more falling then flying. When asked for a statement on the bigazillions spent on the project, chief officer at KSA Commandant Ace had this to say "I picked a hell of a time to quit sniffing rocket fuel".
Fails at making anything useful with the RAPIER engine
The specifications for the RAPIER engine test are simple. Build a
SSTO craft capable of taking itself to the edge of the atmosphere in
air-breathing mode and bring enough rocket fuel to get itself into low
orbit in closed-cycle mode. To be useful the craft must bring at least
one Kerbal to rendezvous with a space station to deliver a payload.
